The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are issued from various governments. Significant resources is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This trend will, certainly, endure.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unrealistic to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from assuming that the current condition will not shift further in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a entire defensive failure until situations evolve in its favour.

Current Realities

Factually, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their mission will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
